An Analysis of the Recreational Use Value of Apo Island, Philippines

Apo Island is one of the world’s best known successful community-organized marine protected sanctuaries. However, increasing population and tourism-related activities in the island have resulted to environmental problems. This study aimed to estimate the recreational value of Apo Island. Using the travel cost method, the consumer surplus or the net economic benefit derived from visiting Apo Island for its recreational services was estimated. Based on the study’s results, the net economic benefits from tourist visits were PhP 16.05 million (USD 356,693) and PhP 3.66 billion (USD 81.25 million) for local and foreign visitors, respectively. This provided a total estimated annual recreational value of Apo Island of about PhP 3.94 billion (USD 87.57 million). It is apparent from this analysis that the government, through the Apo Island Protected Landscape and Seascape, can justify a higher budget for environmental conservation, livelihood and other social services program. An increase in the entrance fee (100%) of foreign tourists who visit Apo Island for the island’s environmental and recreational services is suggested.
